The short version
Texas is a certification-required state: you cannot hold a full technician registration without passing the PTCE or ExCPT, but the one-time trainee registration lets you work while you prepare.
Steps

- Pass the PTCE or ExCPT
Either national exam qualifies.

Submit the technician application with your certificate number and expiration date.
